In my opinion, this quote is true. In a museum usually you find elements from a country's culture and history. If you have little to no museums, you definitely don't have that much of a culture or history in your country.
It is true also because if you have no museums you definitely don't have that much money to spend on building museums.
If a country does not have many museums that can also mean that children or visitors cannot learn about the country's history and culture from there, which is not recommended.
I definitely agree with this fantastic quote!
