I think is usefull to give to a 10 years old child a phone because you can know, if it is a smart phone, where it is; because, when the kid has a problem he or she can call somebody for help; because he or she can learn something from it ( again, if it is a smartphone); because he or she can play on it and make silence if they are somewhere where is quiet; and because they can talk more with their firends.
contra:
I think isn't usefull to give to a 10 years old child a phone because he or she can lose it; because somebody can steal it from him/her; because he/she will spend all his/her free time on it; because he/she can be called by a stranger; because he/she is too young and iresponsable to carry a phone.
